CPHC Workshop Muzaffarpur

District -level workshop on ‘Strengthening  of Comprehensive Primary Health Care and NQAS at Muzaffarpur’ marks the beginning of ‘Mission 110’ for accelerated NQAS certification of HWCs

Background: The India Primary Health Care Support Initiative (IPSI) and Jhpiego have come together to strengthen Comprehensive Primary Health Care (CPHC) services in one district each of Bihar, Gujarat, Meghalaya, Odisha and Uttar Pradesh. Muzaffarpur, the home of 564 Health and Wellness Centres (HWCs), has been chosen from Bihar to implement this collaboration. ‘Mission 110’, a focused intervention of the state under IPSI, aims at achieving improvement in CPHC service delivery through HWCs, saturation of National Quality Assurance Standards (NQAS) certification of 110 HWCs of the district and adoption of community engagement on a broader scale for promoting preventive and promotive healthcare.

Jhpiego and IPSI  jointly organized an orientation workshop at Muzaffarpur on October 01, 2024 with the objectives of orientating district-level nodal officers of various health programs, the Medical Officer-in charge (MOIc), the Block Health Manager (BHM) and one selected Community Health Officer (CHO) from all 16 blocks of Muzaffarpur.

Dr Narottam Pradhan, Program Director, Jhpiego-Bihar welcomed the participants while Mr. Rehan Ashraf, District Program Manager, District Health Society, Muzaffarpur, delivered the keynote address, urging participants to turn Mission 110 into a reality. Dr Navin Kumar, Non-communicable Diseases Officer (NCDO) of the district discussed the implementation aspects of Mission 110.

Dr Preet Verma, Consultant, Technical Unit, All India Institute of Medical Sciences, New Delhi, facilitated the technical session on the concept and components of CPHC, the significance of human resources for health service delivery, collaborative teamwork, and the roles/responsibilities of the team members. Dr Rupali Raina, Senior Program Officer-Jhpiego, facilitated the technical session on ‘Quality Assurance at HWCs’. Mr Zeeshan Asif, State Program Manager-Jhpiego presented the supporting system for CPHC (using data for decision-making and digitization). Mr Raja Ram Pandey, Senior Program Officer-Jhpiego conducted a session on concept of community engagement and intersectoral coordination in CPHC. He also facilitated formulation of the action plan under Mission 110.

On this occasion, the NQAS Compendium and FAQ Resource Book, two important resources developed and customized for Bihar by Jhpiego, were released and provided to the participants.

A total of 52 participants attended the event, which concluded with their commitment to implementing Mission 110 successfully and to make Muzaffarpur a model of NQAS certification. The interactive workshop is expected to accelerate the NQAS certification of 110 chosen HWCs, which will inspire other aspirant HWCs. The event is also being seen as the formal initiation of Mission 110. The cascading of the said training and development of the roadmap for NQAS certification of 110 HWCs will be the succeeding steps to fast-track the process of Mission 110.

IPSI, funded by the Bill & Melinda Gates Foundation, is a consortium of like-minded organizations that have come together to support the government’s efforts to provide comprehensive primary health care.
